Limited Performance gains..

Hello, I was wondering if anyone could point me in the right direction here. I am modding an 88 core 13b to fit into my 84 se with the se fuel injection/intake systems. Im obviously not going for monster hp here im simply lookin for a little bit more than 130 hp and 145 lbs. I want to keep all the power below 7500 because the se fuel injection systems and intake system start breaking up at 8000. Considering the engine is actually spinning at 4600 rpm when the tach says 7000, wouldnt it be in my interest to make the engine produce as much torque as it possibly could considering I wont be spinning it past 7k anyway? So basically if I stopped spinning the engine when the tach said 7000, all the power I would be getting would be torque. My question is, how do I increase torque? Can I port the engine and not lose torque? Or is my idea completley stupid?

HP = torque x rpm / 5250, so torque is HP, usually when people say torque though there talking about how much the car makes below 3000 rpm, porting will increase torque above 4-5k and decrease it below that.

ok..

so basically if I port the engine it wont make much power below 6500 tach rpm?

With a good size street port depending on the exhaust and intake setup you should be making good power from 4500 or 5000 to 8000.
