Yes you are a bit off there...
The flow is like this:
oil pump, front regulator, oil cooler, oil filter, rear regulator, rear bearing and at last to the front bearing.
So if the front regulator opens it will affect pressure in the whole system.
Racing Beat supplies 2 washer with their street and race regulators to shim the front one with.
I have bypassed the front regulator and have no problems...

Front OPR Shimming
i shimmed the front using a nut that was .125" thick. the rear is an FD.
i see 100+psi cold and about 80psi above 2k warm. i have had this setup for 3yrs. i had to replace the oil cooler lines with braided ones but these also had 130K+ on them. other than that no problems.
