any one know where
No, you don't need to be part of a race team. Solo autocross counts, and anybody with a driver's license can do that. You don't even need to win anything. The only downside is that it would probably take you about 3 months to participate in 2 events and get your membership activated.

Good luck with that. Over the last few years, they have become a lot more strict on memberships. I know several people who tried that and they said no.

It was most likely the "race club membership" that did it. If you have no race experience and are "building a car", they aren't going to take you in. However, if you have something other than just a "broken car" to show them that you are serious, they will accept the membership (i.e. racing club membership, racing license, past results using a different car, etc).
The problem is getting a membership to get parts to get the car running. A lot of owners try to join Mazda Motorsports to finish up their car "promising" to do the required 2 events after the car is running. They got sick of people never doing it as they were just trying to get cheap parts. So, they stopped making it that easy to get a membership.
