Question 13B engine is really a 2.6L engine?

Okay. I understand the concept of a rotary and I understand how eninge displacement is calculated... But on a rotary, particularly a 13b, is the displacement calculated on just one rotor or both? Is it a 1.3L using just one rotor or using both rotors?
