12A in jet boat, torque at 4000rpm?

Outer Metal Oil Control rings

Both my original motor and the older 12A motor are missing the outer metal oil control rings. I find that strange that the original motor was missing them.

Anyways there are two of them, the inner and outer, and I'm wondering what would happen if I didn't use the outer ones? I take it these are like the oil rings in a piston, and scrap back the oil from the combustion surfaces, and therefore without the outer one some amount of oil will make its way into the chamber.
This doesn't seem too bad. Unless it is a lot of oil. Anyone try to run without them?
