Me: 95 Impeza wagon 2.2L, stock, ~135 hp (flywheel), 2750lbs
Bro: 89 GTU, streetport, racing beat straight exhaust
we raced to 70mph or so from a roll, touge style and he couldnt gain any on me.

there is something wrong with that rx-7 
I have a friend with an N/A S4 GXL with a full exhaust and a megasquirt and he can keep up with my 2.5 RS in a strait line (2820 lbs and 165 hp)
your friend's aux ports are probably stuck closed.
