tying up lose ends (seat/hub questions)

First of all, i'm getting rid of my ebay hub (it was only on there as a temp anyway) in favor of a quick release and spacer but i'm retaining the wheel.

Is it safe to re-drill my wheel in the proper pattern if it doesn't fit? Again, temp solution until i snag a nardi deep corn.

Seat. I have a side mount bucket i'm working on mounting to the floor. I drilled the holes for the l brackets and went to install the seat. I was wondering if it was ok to use those tube spacers they include with the hardware to space the seat/bracket.

Like, putting a spacer between the brackets and the tapped fittings in the seat? To me, it doesn't seem right or safe and i'd rather ask than have the seat snap out of the brackets in the event of an (knock on wood) accident.

Thanks guys!
