Roll Cage needed
There's a company in England that makes CNC roll cages pre fabbed. You just have to weld it in. And if you've ever built a cage before you know that the work is just in bending the tubes exactly perfect. You might need to change a few things to make it SCCA legal, but for the price it's pretty good.

I don't know what the SCCA spec is. Is it FIA? I know that RallyAmerica has to follow FIA rule books and RallyAmerica took over the SCCA rally section. Same with JAF, they pretend to be their own organization but the rulebook is just translated from French.

There are a few really good shops down here in San Francisco area. I'm sure there are some in Oregon around Portland Raceway. No idea beyond that.
