Question on ECU legality

Would the Rtek 2.1 ECU upgrade be an allowed system in my FC TII, keeping stock boost levels, for SCCA Solo STX class?

Yes. It fits within the stock ECU, so you're good to go.

STX is only for cars with 4 seats or more. Your TII isn't eligible. You would have to run in BSP
