"best" is a subjective question. If you want it cheap, Jason at the RX7 store sells them for about as cheap as you can get. If you're interested in a unit that's already tuned for your mods and has the pins already clipped out of the harness connector, I think SR does it, and I know XS does it (socal).
At any rate, "already tuned" is where the company you buy it from asks you what your mods are, and tunes the PFC accordingly. Generally, the consensus is that they tune "for your mods" but it's a conservative tune since they don't have your car there to dyno tune it with the wideband. They're just covering their butts since if you lean out too much and pop your engine you'll be pissed.
Best way to get yourself tuned right is to buy the PFC and tune it at a dyno shop with the wideband O2 sensor...it's the safest thing for your engine, and will likely yield more horsepower too

Are the PFCs from Japan exactly the same as the ones here we have in the US? I remember reading a post where someone had trouble installing it (R-magic tuned PFC) into their car.

we arent positive. But I have heard a lot work and only a couple dont. The only thing I can think of is they bought it used and got it for the wrong year of car. Due to the slight difference between Japan and US RX7's
