Power FC VERY lean idle???

VERY lean idle???
I recently installed a PFC and WBO2 and I'm getting some very strange (read lean) idle AFR readings. I did the learning procedure to start with.
I tried richening it up, but it starts to bog and surge when I do, so I reverted back.
I still have the Airpump and ISC. O2 Feedback is disabled.
Engine has stock ports and stock turbos, intake, IC, DP, CB.
The fuel maps haven't been altered yet.
I bumped the PIM up 3% at 2.5V to 12% at 4.5V and increased RPM based fuel by 0.5% for every 1000 RPM starting at 3K. This seems to make everything run quite rich for now.
I got a IGN map from Jason at the RX7Store that looks to be pretty reasonable and fairly conservative.
The WBO2 is a LM1 with both ground and Aux connected to AN1 - AN2 of the datalogit, and the readings match perfectly.
Below is a AFR readout of the idle, low rpm, area.
Is this normal??? It looks very lean, but making it richer causes the idle to stumble...

YOU HAVE TO DISCONNECT THE AIR PUMP WHEN TAKING O2 READING!
Since you really can't hurt the engine with stock AFR setting for non boost areas, only add extra fuel on the PIM voltage map for 3.0 volts and higher, and none to the PIM RPMS. You are over riching your fuel!

I was thinking the airpump was the culprit here, but wasn't sure.
I already pulled the RPM enrichment back down to zero after seeing just how rich it got, and it still is quite rich.
I just figured I'd start overly rich to be on the safe side, and work my way down to leaner conditions.
