Voltage seems okay. Well the PFC hasn't said there is a sensor fault.
Why would the fans come on at 104 thats what makes me think its just reading high ???

The PFC should default to come on at 99-100C. I don't know why your fans aren't coming on sooner. Check your relays to make sure the fans are operating at low, med, and high speed.
If you have access to a datalogit, you can change the temps the fans come on.
Although, you have some other issue if you are getting temps that high -- bad thermostat or something else.

EDIT: YOu can also check the voltage the water temp sensor is giving off on the PFC commander. Check it against the service manual.
