If your idle speed is constant and you are using the ISC for idle speed control, and you have Idle-IG control turned on; the IGL timing should only jump around by about two degrees. If turned on, turn it off and see what happends, it should stop jumping that 2 degrees or?
If your idle is steady and timing jumps around like you stated, then your PFC or commander are bad.
Rarely do an e-shaft pickup go bad, but a posibilty. Check them out.
