rading 0volt on the O2 sensor

reads 0volt on my comander., does that mean that my o2 sensor is dead... allso the fuel milage is horrible, 2l per 10km on wery nice higway driving
do i have to buy a stock sensor to replase it or will a universal one do the job (parts are hard to get in norway)

Universal sensors work just fine - it's just a plain vanilla 1-wire O2 sensor. It's either that or the wire to the sensor is broken/cut/mangled somehow.

Turn the 02 feedback control off with the commander. It will help with the fuel mileage and run much smoother untill you get a new sensor.
