Who did the port rebuild and did they install a matching map?

So your buddy f***ed up the idle as he is incompetent! Since he did it, that means you do not know how to tune.

I suggest you take your car to a good local tuner before both of your ruin your new engine.

Go outside of San Fran as their are good tuners in CA.

You can always call a tuner and see how much they will fly to your state for a tuning session!

Best is to experiment with the commmander and retune the idle yourself.
The manual explains enough if you understand the terminology and how engines work.

How do you think we first owners of the PFC learned when there were no tuners or datalogic.
