The pin removeal is not a problem and was needed for our US car.
They are either idiots who do not understand this or are screwing you.

I explained that to them and talked to apexi. But they said Apexi Japan would not allow it.

I wonder if they have some sort of diagnostic breakout box they hook up to the PFC to check all the circuits, and therefore are not able to inspect it correctly with the pins missing?

thats exactly what they said to me , they can't test with pins missing
