Power FC PFC primary boost controll

PFC primary boost controll
since I got the PFC same day as the car I set the boost to 7 psi so I could learn to drive and tune the maps.
no Im trying to up the boost. running .65 and 20% primary I get 7 PSI If I change the settings to .80 and 90% I still get 7 PSI primary. I checked my hoses and they look good. I have no pills installed. shouldn't I get more boost?
the car has full 3" and midpipe. I get boost creep on my secondary it holds 10 at first and then at about 6200 it starts creeping to like 13 Psi. I figure I need to enlarge the wastegate to cure this problem. for now though I just keep teh revs down and keep my heavy foot out of also at 11+ boost in Im running 12 leading timing. Should be low enough to protect from detonation and I have plenty of fuel up there too.
