The problem lies within your rpm settings on the PFC, you probably have the IDLE E/L rpm settings too high, for example, this is what the RPM setting menu controls:

Rev Limit - Sets Rev Limiter RPM.

F/C A.E - Deceleration fuel cut recovery RPM setting, when air conditioning is OFF, and there is no electrical load on the car.

F/C E/L - Deceleration fuel cut recovery RPM setting when there is no electrical load.

F/C A/C - Deceleration fuel cut recovery RPM setting when the air conditioning is ON.

IDLE A.E - Sets idle RPM level for when A/C and electrical load are OFF.

IDLE E/L - Sets idle RPM level when there is an electircal load.

IDLE A/C - Sets idle RPM level when the air conditioning is ON.

NOTE ABOUT RPM Settings: The difference between the deceleration fuel cut recovery RPM setting and the idle RPM cannot be under 100rpm. When setting the idle RPM, use an applicable deceleration fuel cut recovery RPM setting.

From this we can see that you probably have the IDLE E/L setting at 1400rpm, and that's why this is happening, lower it to adjust the rpm. All this information is in the FC Commander/PFC book. Just for a reference the stock settings are:

Rev limit 8100
F/C A.E 1000
F/C E/L 1100
F/C A/C 1200
IDLE A.E 720
IDLE E/L 800
IDLE A/C 900

you have a vacuum leak or try adjust the two idle screw; one on top, one underneath TB.
If your normal idle is 1000rpm, that is not even good. it should be around 750-800

I cannot relate your question now....
You just said on the first post that you turn off the parking light and idle is still at 1000rpm.
Your idle should 750-800rpm.
Check for the idle screws and vacuum leak. Maybe your non-seq job is not good, and you got yourself a vac. leak.
