Power FC Does fuel cut affect timing?

Does fuel cut affect timing?

I noticed the other day with the commander that the timing sometimes goes to only 2 or 3 degrees when lifting off the throttle even though the cells that the PFC is reading are 20+ degrees. Anyone else notice this? I notice this most between 1000 and 1500 rpm. I have full manual timing control and in my map timing is never less than 18 degrees leading in that whole area of the map.
