2 ground wires not connected at ecu kick panel

I was poking around in my 93 FD near the PowerFC today and I noticed the previous owner left a couple of grounds ungrounded and taped them off so they would not touch a ground. The ground wires in question have eyelets on the ends so a bolt can fasten them. I assume this was done when the PowerFC was installed.

In my other FD I installed a Power FC and had those eyelets grounded.

Why was this done?

If they are grounds I don't see why you should not now ground them. I believe that you're right about them being grounds but maybe you should follow them just to be safe rather than sorry...

ok they are ground wires. I hooked them up while the car was running and the engine started to get upset. The idle became very erratic. When I have more time I'm going to connect them, clear the ecu, and do an idle learn.

bolted the suckers down, did an idle learn and she seems to run smoother than before. I don't know why the **** that was done.
