Rx4 steering in and out play

Two questions.

1. where does number 13 in the picture below go? When I put the steering column switch back on then put the retaining clip in the space it rubs against the white piece with the spring so the steering wheel isnt flush.





2. I have in and out play of the steering wheel. The entire thing is moving back and forth along with this steering coupler in the engine bay. is this a common fail point? maybe a bushing inside of that coupler is bad? Also i already replaced number 12 in the diagram. its just the in and out movement that im having now.
