Project 10 seconds: question about engine availabilty

ok guys, im new here, but i need this info.......

i am in the beginning steps towards building a 13bt powered vw bug. this bug is going to be built to be a pro street drag car........

im having a bit of a hard time finding what i need.........

13bt engine used running complete
turboII wire harness complete<------no info online about finding one
turbo II emu<-same here

the goal is to build this car for under 5k
an after market engine management unit is too pricy, and the mega squirt is to complex for me to tune right.

please help!
