Snohomish County Emissions

Im moving to Marysville this weekend and will either be bringing the FC out of CA storage and bringing it back to life, or buying an FD and going from there.

This is the first time since I moved to the NW that I'll be able to get back in the game, so I'm looking into the logistics of the rules to see what I have to work with (or around).

What kind of strictness do the emissions testing hold for us up here? Is there a visual? Do they test at idle or at a roll? Do we commonly have trouble at emmissions, or am I paranoid from my CA days?

Also, are there smog exempt zones? I was wondering about the unincorporated zones like the marshes and such. We'll be moving again within a year or two, and something like that might tell me where to influence the house search.

Cant wait to get this going, but it'll take time. Been waiting since 04, what's another few months?

25 years old and older are exempt. Many FC will fit in that category.

Obd II cars just get hooked up to a scanner. I'm pretty sure older than odb II get put on rollers. They have them at the check stations but none were in use when I went this week.

cars less than 25 but older than obd2 will have a idle test and a rolling test
they don't really do much of a visual inspection. information can be found here

If you live in the following counties, your vehicle may need to get an emissions test every 2 years:
•Clark County
•King County
•Pierce County
•Snohomish County
•Spokane County

it goes by county so if you don't live in the following counties you are exempt

so keep in mind your license must match the vehicles registered address.( ive heard of people being able to register cars at different addresses but I don't believe it is legal)

you can have different mailing addresses though.

Ok. Family situaltions have put me living in this part of Snohomish county, but my line of work is typically best suited for the Seattle proper area, so it looks like I'm stuck with it. I planned on keeping things close enough to passable that I'd be able to switch some parts, put down a smog tune and pass.

The bright side is the end is near. Current plan is to pick up an FD in decent shape, spend a year or three getting it track and autocross worthy. Suspension, wheels tires. Performance wise keeping stock turbos and laying down some prep work for the rebuild, upgraded turbo etc. Probably EMS and safett mods. By the time im ready the 25 will likely be up.

My sister in law is really interested in the FC. Only 3 to go on that. Ive been not wanting to see it go, but keeping it in the family would make it a lot better.

As far as modded turbo rotaries, do we run into many issues passing here, or as long as it has a working cat and a decent tune, should be ok? At least until the 25 hits.

Idk about turbos, but I passed 2 different Na's with no problem. One had a full exhaust with a high flow cat and two flow master 40's.

I would think with complete emissions and a cat you should pass fine.

Registered an 87 earlier this month- and had to do emissions because it was an out of state registration, or whatever reason. They made registering this car a PITA.

Long story short, I bought a project, and the project runs like snot- which was what I wanted, except for this scenario. Oil leak from the pan, doesn't idle cold to save it's life, throttle staggers and falls on it's face like a drunken sailor. I felt all the blood drain out of my face when they told me it had to be tested.

I'm digging to find the actual emissions tests- I found the site before- but you can start here, and it'll list off the shops authorized to do emissions work. A few of them will advise you on preventives, but none of them are solid on rotaries.

A half hour of searching later....BINGO!
It's an ASM test. I don't remember the limits offhand, but my poor little bugger limped in and passed on a 75/25 split tank of e85 and 87, with a 20 mile drive on the front side. You'll be fine.

If you want the FC to pass, I have a cat that I bought just to pass emissions. You need your aux air pump and you'll be golden. I had a bitch of a time to get my 91 NA to pass, so I bought a cat, had some flanges welded on + bam. She worked like a charm. I also have a TII cat that should pass smog too, but it's old. I'm in Lake Stevens, so let me know if I can help you. Also, just swing by sometime. I'd love to just talk to another rotorhead.

Isnt there a limit on how much they require you to pay to get it passing? Obviously if you go in without cats thats a different story, but a stock (appearing) car that doesnt make the cut? Ive heard of some places doing this.

I'm pretty sure that if you spend $500 or more its an auto pass.

Ive been so far out of the game, its sad. Popped an apex in 04 right before moving to Portland. Between school, then career change and getting married (and just plain life), Im just now getting to being able to get back into this. Seems like some technology and stuff has changed in the last 9 years...

I know what you mean. My car has been in a storage unit for almost two years. I just bought a house at the beginning of the year and I'm almost at the point where the house is good enough for me to have time to build my motor. But I'm probably wrong and it will take me another year to get it on the road

$150 spent at a Wa State DOE emissions certified mechanic. It must be one on their list. If you don't pass you can get a signed waiver from that shop if the results were improved.
