Question about Tuning.

I have a question, since I have a laptop and I was wondering. What kind of hardware, wires and software can I use with my laptop to tune my car?

For Example I cam across this. http://www.plxdevices.com/R-500_productinfo.htm

Ummm wtf no.

I can spend a grand on a Microtech, or a wolf 3D.
I can buy a megasquirt for $150. Mabey spend $250 on a wideband for tuning.
