Why is this vacuum line capped?

Are both lines from the same vacuum source? Also are they both lines the same from start to finish? Perhaps one has a restriction in it that will provide a higher boost setting.

Os supposed to be conected to the top niple of the wastegate unless your setup was changed at one pint that is no longer required. If evwrything works fine leave it along.. lol.
As for the reason why, it might be runing with the waste gate spring. Do you have boost controller? What kind and how is hooked up?

I don't have the car yet, it's still being shipped to me. My brother has seen it in person and he snapped this photo. It currently has a blitz sequential turbo boost controller so maybe this line was left over from when the car had the original twins?

no, it's a spare line for setting up the boost controller, there is 2 ways to set up the boost controller and they probably had issues controlling boost with the line plumbed to the top port on the wastegate.

lazy is what it is. Don't worry about it....if it's a separate hose remove it. If it's part of the hose that's attached to the wastegate remove it and replace it with a single hose. Its no big deal.
