SK When i fire, i Rev at 35-4k rpms :/

Hey everyone, more problems hehe. anyways, when i first fire up my car everytime it jumps up to about 1900 rpms(normal? i think) then all of a sudden spikes up to 3500-4000rpms and just hangs out there for a minute or two then eventually goes down slowly. but i gotta sit there revving it up and what not for it to quit and go down or else it just stays there. I think i know whats wrong, but im not good with rotarys so i thought id get some more opinions.

My thought is my throttle body? is dirty and sticking? or my throttle cable has gone bad n is sticking. mind you, it doesnt stick when i drive it or anything.
Thanks for any help and tips!

The high rev startup process should only last for seventeen seconds. If it lasts longer it could be what you suggest or it could be a malfunctioning BAC/Air Bypass solenoids. You might want to unplug these solenoids and see what change there is if any.
