NY Wheel and Suspension options

Im posting here because im new to the forum and im sure this has been asked before in one form or another. So I thought I would get some outside opinions from you guys.

I just picked up a Red 93 FD. The car had been sitting for about 3 years in Miami. I just spent about $4500 getting it up and running, while fixing and replacing a bunch of odd broken bits. I've got 2 more big things I need to replace, the suspension and the wheels/tires. I don't have much left in my budget so Im trying to make the best of the situation now. I was looking at wheels/tires and im finding I can spend about $2000 for a decent setup or $4000+ for a top notch setup. With the suspension, I wanted to change over to coilovers. Nothing to aggressive, I will primarily driving the car around on the street vs. the track.

Here are the 2 setups I was looking at

TSW Rockingham in Matte Black
18x8 +40 in the front and 18x9.5 +40 in the rear
- Staggered Full Set -
(2) 18x8 TSW Rockingham Matte Black
(2) 18x9.5 TSW Rockingham Matte Black Wheels

Rohana RL06 in Matte Black
18x8 +37 in the front and 18x9 +40 in the rear
GetYourWheels.com: Rohana Wheels Rohana RL06 Matte Black Wheels : Wheel and Tire Packages|Staggered Wheels|Custom Wheels|Luxury Rims

In regards to coilovers I havn't really sorted out which ones to get. I saw TEIN had some super street setup for around $1000, but im still doing research

I don't really want to deal with rolling the fenders etc. at the moment.

So my questions to you would be
1) Would I be wasting my money on either wheel setups
2) Would I be able to run an 18x9 +40 all around on the stock suspension
3) Should I change the suspension before I get the wheels
4) Im so jet lagged I may have missed something and would just like to hear what you have to say

Thanks for your time, always appreciated
