The one that is strongest, with the least weight and fits the car and suspension modifications...if any, that accommodates a tire with the best/balanced contact patch.

For around $2k what I did was Enkei PF01 in 18x10.5 +38 offset with 265/35-18 Federal RS-R tires.
$1,458 for wheels on Ebay (free ship)
$500 for tires from Onlinetires.com (plus shipping)
That +38 offset limits you to 265mm wide tires on rolled front fenders (stock rear works). You want closer to stock +50 offset to run a wider tire.

I got the above to race on while I was waiting for my 18x11 +45 Forgestar wheels which allow me to run 285/30-18 or 295/30-18 tires on rolled front and rear fenders. These wheels didn't cost more than the Enkeis, but they aren't available off the shelf so you have to wait for them.
For budget tires the 285/30-18 Federal RS-R can't be beat except by used race tires.

RPF1's are the best bang for your buck wheel in my opinion. They come in multiple different sizes and offset and typically very light/. I do HPDE which also have TT and road course racing cars there and 20% of the vehicles there are using them.
Unless you have big money, the best rim size is the one that you can afford to keep fresh r-comp tires on. Size/width of rim has less to do with grip than having good fresh tires.
