What car do you have? What shape is it in? Did you just buy it, inherit it or is it doing something weird?

Oil change.
Clean the car so it is SPOTLESS.
Change all the rest of the fluids.
Distributor car/ rotor and new NGK plugs and wires.

WA Set the Start Point

I would say CLEAN the car well... Then drive it 5-10 miles to see how it rides...From there as everybody else said a tune-up... and if you bought the car from somebody you dont know.. do a very in-depth tune up.. Check all hoses, lines, battery, fluids.. if the car smokes try to identifiy what it may be, check the entire exhaust for rust, cracks, breaks, holes... Tires Tires Tires... even if they look good make sure there is no drying or cracking... I hate hearing that a car gets wrecked because a bad tire went out.. tires a relativly cheap for all year 7's but you get what you pay for.. with tires check you brakes and suspension.... You want to make sure the car is sound.. restore the car to what it is then go from there... putting performance parts on a car that may not run well is not a good thing to do your just gonna add more headache to your fun project...
