Geez, Mac, are you mad because you didn't do any background work and bought a car w/o even inspecting it personally or mad because someone pulled a fast one over you?
In either case, the answers are on this website but it's time to actually start researching and doing some work. RX-7's are not automatic turnkey car affairs. You have to get them all tuned up for daily driver duty because the car is 19 years old, after all.
There are plenty of rebuilders and parts in California. Go through the Read This threads and absorb the info to be gleaned there so you don't end up wasting your time trying to post questions or info that will simply be deleted because the rules and procedures found in those sticky threads say a lot about what is expected for the new peeps coming onbaord.
Reply in them and your post goes up. 5 posts and then it'll be time to hit the West Forums regional board to find some help if you've found that you are now way in over your head.

Yeah, don't go rushing off and ripping the heart out of her just yet. You bought it for a reason, step up and do a little more homework on finding a shop than you did on the purchase. Let us know how you're doing. While I have an FB, LOTS of FD guys here can help you out.
How about some pics
