At what RPM/Boost level? What turbo and what intercooler? How much boost pressure? Any auxillary injection (water/alcohol)?

As others have alluded to, there is no hard and fast answer. It depends on a lot of things involving your setup.

As a very, very general rule:

Closed loop: 15.5:1
Light load, open loop: 14.7:1
Idle: 13.whatever:1 (depends on your car)
Overrun: fuel cut
High load, still in vacuum: 13.5:1
Low boost to about 5 PSI: 12:1
Boost to about 15 PSI: 11.5:1
Above 15 PSI: 10.5:1

He just said that above 15 psi 10.5:1 so yes.
