Trailing apark plug problem

TX Trailing apark plug problem

I have 1980 RX7. Have overhauled engine. Has new Coils, Ignitors, plug/coil wires, dist cap/rotor, spark plugs and distributor ignition pickup.
I was attempting to check timing with induction timing light. No problem with leading plugs (any RPM). When induction clip was switched to trailing wires (both T1 and T2) there is no timing light strobe, suggesting no spark. As I increase the RPM over 4000-5000 the timing light strobe starts working, suggesting a spark. I checked T1 and T2 plug wire for spark to a ground and there is a good spark when cranking the engine.
Can anyone explain why this is occurring and/or a solution?

Trailing ignition only fires under certain conditions on series 1 cars.
