Thinking of buying and fixing an n/a fc s4, what must be done?
A little backstory: This car was rolled into its current home about ~10 (?) years ago, from what I've heard. It managed to run on its own power, but had horrible compression. The apex seals were totally blown, the rotors are heavily pitted, and the other seals are trash. Given that the car has seen 178,000 miles, the housings and irons aren't exactly mint either. The housings seem to have an average of 0-2mm of the chrome finish gone from the edges, with some spots reaching 3mm on one rotor and 3.5mm on the other. The Irons look quite crusty.
Are the housings usable? would I be able to pass emissions with them? (I live in california)
Also, should I resurface the irons? I'd prefer not spend where I don't have to.

I'm not the most knowledgeable about this, but those look like they're done for. A general rule is that if your fingernail catches in a scratch, it is trash. Also, I hate to be so discouraging, but passing a California emissions test requires all emissions components to be present and in proper order. After 30 years, few cars are due to rust/age/etc. There is good reason that far more vehicles leave California than are brought into the state or are brought back into use.

Reference the FSM for measuring internal engine parts, and for everything else related to the car.
Foxed rx7 FSM
you really should build an excel spreadsheet of costs to weigh if buying that is worth it.
just as a side note, i cracked open 3 used/blown s5 t2 engines to properly rebuild one.
pineapple racing, Atkins rotary, mazdatrix, goopy, rotary aviation are good sources for internal engine parts.
