PE Stock JDM ECU fuel cut?

Hey guys, I have a 92 right hand drive fd3s imported from Japan. My mods are: stock japanese downpipe (no precat), hks intake with dual pod filters, hks cat back exhaust, stock catalytic converter. Right now I have the stock pills in place for wastegate and pre-control. My boost hits as high as 13psi on primary turbo, drops to 8 psi on transition before the spike back up to 12-13 psi. I have a wideband hooked up and it shows a steady 10.4-10.6 throughout the rpm range. That shows that i am still fairly rich and not in the danger zone. I have boost controllers that i will be putting on, but it interests me I am not hitting fuel cut at those levels and i should be according to US specs(Fuel Cut Info - Computer). I know i am playing with fire here running at those levels, but do you think it is safe for me to continue to run at these levels seeing my air fuel is staying rich? Are the Japan spec any different?
