What exactly are you asking about the speedometer cable? You can lubricate it with graphite.

What I would like to know is ; Would you take the inner drive cable out from the top or bottom; Or do you have to remove ,the whole unit.

The inner drive cable can be removed from the transmission side of the cable without disconnecting the cable housing from the speedometer itself.

You're welcome, happy to help. I had this happen inadvertently years and years ago on an 85 I was driving. Speedometer just quit on the highway and I get home and check it out and I see the speedometer cable was disconnected form the drive gear on the trans and the inner drive cable had slid right out and was gone like a fart in the wind.
