RX 7 fd wastegate flapper door missing

So when I first bought my car I noticed it had terrible boost lag that I assumed was from being non seq. Well long story short after feeling like my boost controller was not working I saw that the actuator rod was just hanging and there's just a open hole where the flapper door hinge should be on the wastegate. Can a person just replace the flapper door with the turbos still on the car or do I have to remove everything to repair or replace? Thanks

The wastegate for the stock twin turbos is internal. To access it you'll have to remove the turbos.

That's what I figured didn't know if I pulled the down pipe if there would be a way to get one back in

is it part of the turbine housing or it in a separate "swingvalve" housing?
