Rusty rotors

I am in the process of porting a 12a. The rotors have a lot of surface rust on them, is this a issue? Can I clean it off?

as long as it's surface rust, it can be taken off with some wet sandpaper.

Once you get the rust off whats the best way to keep the rotors fdom getting rusty again?

A light coat of oil, and put them in a ziplock bag, depending on how long you plan to store them. If storing for a long time put them in a plastic tote.
