Running Rich or just paranoid?

I've had my FD for around 3 months now. Been great, and I've really been doing all the maintenance to it. No check engine lights, or anything really.

The car, though, has always kind of run rich. It doesn't SEEM to really be a serious issue. Performance is as expected, but fuel mileage is roughly 12MPG. On startup, you can smell a mild smell of gas. Towards the middle of warmup, the car may surge quickly, and calm down in bursts. Then once completely warm, it idles smooth at 750. Nothing.

I don't really understand that, it's strange that it would act funny while warming, and be completely fine when warm. I should say that when warm it loses the gas smell.

However, whenever I open the throttle 100%, I do get a gas smell. It's mild to medium, but passes very quickly.

Since there's no check engine light, I assume this is normal?

Should be said that I've had the fuel filter replaced recently, and a fresh oil change (air filters about a month ago) and it's a bit better now, but still there.

When cold, an EFI computer will richen the mixture to achieve a stable idle. Once the engine warms up, the mixture will lean out a bit. I'll let someone with a 3rd gen chime in about the surging idle, but on a 2nd gen that would be a vacuum leak or a problem with the throttle position sensor.
