Some days i'll go out and start my car, it will start fine and idle fine but then you go to drive it or even free rev it and it only goes to 1.5k and bounces back down off it. It wont go past 1.5k even after warming up. but then you turn the car off and come back in 20 minutes and it's fine runs like a champ. does this in good weather as well as bad. i've already cleaned all electrical connections and used di-electric grease.

Time to start testing components. The fuel and emission section of the FSM will have many tests for you to perform. Here's a link: http://www.rotaryheads.com/PDF/2nd_gen/.

It sounds like it's going to be electronics related. The pressure sensor, AFM, TPS, water temp sensor (back of water pump housing) and coils would be where I would start.
