The rare rpm's problem

So I am having the issue of my RPM's (when you push in the clutch when rolling to a stop or going down hill and throw the car in neutral. The RPM's drop allllmost all the way to zero, but the car does not shutter stutter or try to die. It will slowly build its way back up to 800 RPM then will sit at a nice idle.

I tested to see if its my BAC valve by plugging it and my idle drops almost to nothing and does not like it. Then when i release it it comes back up to a good idle

Ive read on how to adjust all this. (turning the throttle stop screw then air adjust screw then adjust the TPS)...... My only issue is im trying to get to the THROTTLE STOP SCREW. But it has a jam nut on it to keep it from turning on its own due to vibration and what not. My main concern is what size is this nut. I cant find it in the Shop manual nor anywhere on a forum. Someone said its 8mm on the FC but i dont know if they kept the FB and FC stuff relatively the same.

If someone can shoot me some info that would be much appreciated!!!

The dropping of the idle before it rebounds is rather normal.

That's what a guy at a shop sai as well it just seems so odd to me that the car will fall to the one notch above zero and sit at low rpms for a few seconds and slowly build back up

If it normal it's just weird lol I'm super new to rotary as this is my first. So I'm not trying to say your wrong by any means
