question about injectors on RX7
Why do rotary engines have primary and secondary injectors? Are primary for fuel and secondary for oil injection? If not where is the oil injected to lube the apexi seals?

Smaller injectors are better at low duty cycles (such as at idle), so Mazda divided them up into two groups. The secondaries come on by 3800 RPM to supply the needed fuel.
There is no actual oil injection. The oil "injectors", which really just drip oil, are completely different. They are however location near the fuel injectors on the manifold & block.
Apexi is brand. Apex seals are what are found on the tips of rotors.
