MN Power loss & Shooting flames

So I just purchased a 1993 FD with a rebuilt engine with about 1800 miles on it, the person I bought it from stated that he put in JDM turbos same size as the stock ones. Well this is my first turbo'ed car and first rotory engine car and there are somethings I am worried about. First off when I am really getting on the throttle I notice that I lose boost, but not always some times its clean all the way to 8k rps but other times I feel a cut in power, also when I was driving at night my friends indicated to me when im getting on the throttle and every shift it throws a nice 5 foot flame ball out of the exhaust I wanted to make sure that was normal or not?
