Please help me , Loss compression? Apex seal problem?

I'm a new owner of 13B-REW engine. Swapped on my rx8, i experienced an overheat before. Due to wrong positioning under the hood that made cooling system didn't work well.
I already fix that position out, but when i start my engine, it's kinda sounds like cough, not enough compression. even when i try to run my car with 4-5k rpm still no power to move.
And I found this bubble at the oil tank (idk what it's called, I'll show you with pict better)

some residue in the oil filler neck has been known to show up in Rotary engines.(condensation)
Slippery goop,bubbly snot,..baby puke..
I like the nick name of "lung butter".since I smoke..lol!

Have you actually drained the oil and looked at it OR performed an actual compression check yet?..A Coolant system pressure test would be recommended too.

so, is it didn't mean my apex seal has broken?
Since when my engine sound like tet..tet..tet.. Not brap like usual, whenever i try to raise its rpm, white smoke comes from exhaust.
But sometimes when i turn it on, it really like nothing happen. Brap like usual. I really didn't have any idea about that.
Try to performing an actual compression test soon. My mechanics said it's probably something to do with the "engine gasket". Coolant leak into oil filler. And he's trying to teardown the engine to take a look soon.
Thanks in advance for answering this noob's question xD

.well the white smoke..Ya..most likely a blown coolant seal..NOT likely an apex seal.
If your engine overheated to the point where it compromised a rubber coolant seal on the engine then chances are your coolant is either escaping or getting inhaled into the internals.
That means a teardown to replace the coolant seals but not necessarily the apex seals. They are metal and can really take a bit more abuse than what people think.
The different sound in the tone of the engine could be Coolant now being introduced into the combustion chamber and making the engine not do a full Burn of air/fuel.
It also shows up as white smoke when the coolant burns off and is expelled as exhaust.

Btw thanks so much for your advices buddy !
May i get your email or something to keep in touch with you? Just in case if I wanna ask something bout the engine. If you don't mind of course .

This sounds like the exact issue I had with my 87 N/A. Water in the oil, doesn't want to run, water actually came out of the exhaust by the liter. Mine was definitely a blown coolant seal, I just got the engine apart today. (I let it sit 3 months without taking it apart, bad idea).

Start with the compression test, go from there. Coolant system pressure test.
