Overflow tank issue?

I had a question about this if anyone can answer it. Since it came with an aftermarket radiator, it has a cap and the previous owner hooked both hoses to the overflow tank and apparently popped a hole in the cap. After about 15 minutes or so of driving it spews out very hot coolant from the hole. I told my mechanic and he told me since it needs to relieve pressure it's spraying out and once the level in the overflow tank goes down it'll stop. I removed the tank, cleaned it and put enough of the mixture inside to go right above the full mark. Do I need to put another hose going to the floor if it needs to relieve pressure or just leave it as is? I'm a noob with the rotary so sorry if I'm confusing with the terminology.

I don't think what the previous owner did will work quite right. The rubber hose inside will be submerged, but it won't have a vent to atmosphere. The hole poked in the top is not the same thing. This may affect the way coolant returns to the system.

I'd remove the second line and plug up the metal nipple on the radiator. Welding it up would be best, but a bolt threaded in could work too. Only use one, and disable the other so you can return the setup to stock.
