when i turn the car over it has fuel coming out of the line when it is in the on position nothing comes out. The fuel relay went out i got a new one and i am doing better than i was, now i am unsure what to do i am 99.9% sure i am getting fir i shocked myself testing it, i am not sure if i need new plugs and wires or what, i am not sure what to do about it now its a 1988 rx7 non turbo

The fuel pump isn't supposed to run if the key is in the 'ON' position unless the engine is running (AFM fuel cut switch turns off). This is a safety feature. A Haynes manual or the FSM (free to download) will go over testing the fuel system. Will the engine ever start? Try the flooding clearing procedure. Pull the 2 EGI fuses from under the hood, crank for 5-10 seconds, replace the fuses and try to start it.
