Newbie 13B Owner = Won't Rev Past 6000 rpms

Newbie 13B Owner = Won't Rev Past 6000 rpms
Just bought my first RX7 (1990 GTU). Motor has been out and put back in. Says it was rebuilt by Pineapple Racing. Looks near new. Pineapple Racing says it should have their mark on the engine stand. Okay, where is the engine stand?
The bigger question is that it won't rev past 6000 rpms. Previous owner was a kid and says it was because it needed the 351 ecu, and that the 350 ecu was for an automatic. It came with the car. I put it in and no change. Almost acts like a rev limiter.
Any ideas?
