You need to describe the problem a little better so that we can understand what is happening. Your post does not contain any useful information.
What EXACTLY happens when you try to start it? How do you know the clutch doesn't engage if you can't run the engine?
What is the history of the car? Was it sitting?

it just rolls over and as far as not knowing if it is engaging it goes to the floor and stays,
it sat for 8 months before i went to get it and we even sprayed starting fluid down it and it would try to kick but stop and rollover again
ive dropped the tank and dumped the old gas put 3 callons new in it till i can get it to start and it does the same thing
i filled the reservoir for the cluch line and it still goes to the floor (i had a ford escort gt that in order to bleed the cluch and master brake cylinder it had to be runing)
is this the same way?

Clutch master and slave cylinder need replaced. I usually replace the clutch hose with a stainless steel one too. Those can be ordered through Racing Beat, MazdaTrix or BlackDragon.com. Remove the plugs and check them. The engine has most likely flooded so the plugs need cleaned and the compression is down due to the extra fuel in the combustion chambers. There is a deflooding proceedure in the 2nd gen FAQs near the top of the tech section.
I beadblast my plugs when they foul, then clean them with Brake Clean and blow dry with compressed air. To bring the compression back up, squirt some engine oil into the leading, (lower), plugs holes and turn the engine over by hand. If you have spark and fuel but it still won't start, pull start it after you replace the clutch master and slave.
The following links are to the online FSMs, that should help familiarize you with your new car.

Since it's sat for a while, add a can of Seafoam to the tank, that will help clean out the fuel system. There is also an FAQ thread near the top of the 1st gen tech section that has a link tittled "Bringing a Rotary Back to Life". That will give you a general 'How To' for getting a rotary running after it's sat for for a while.
If, after all that, you still can't get it started, PM me. Be specific in details as to what you've done. 87 is the first year that 7s had an ignition switch safety lockout, so the clutch pedal needs to be fully depressed to start. I've never understood why Mazda was so late to the game in adding this safety feature since my 71 Road Runner had one.
