Sounds as though it could be flooded, and that fluid is fuel.

Get about an ounce of oil into each chamber via the leading spark plug holes. Rotate the engine by hand a few times, then repeat. With the plugs out and the EGI fuse removed, run the engine over with the starter for about 10 seconds. Put a bit more oil into it, then repeat. Install a NEW set of plugs, put the EGI fuse back in, then start the car.

Put a socket on the e-shaft's bolt head, center of main pulley. Then turn over with a ratchet. Should be 19mm on your car

Engine oil

10w 30 conventional.

Is the car turning over fast or does it sound sluggish. A weak battery can help to cause the car to get flooded. So make sure the battery is charged. If it is make sure the Power and Ground Cable are connected good(Grab them and try wiggle them DOUBLE CHECK AND TRIPLE CHECK TO MAKE SURE THEY ARE ATTACHED VERY GOOD) If not remove sand and reinstall and then install battery corrosion protectant. If they were loose charge your battery follow the next steps and try to start. Should FIRE right up good as new.

After you do that pull your four spark plugs out, the EGI fuse also, and get in the car and crank it for about 30 seconds. Walk away for about 20 minutes and blow your plugs off or install new ones(since they are old) come back crank it for 5-6 seconds, then put your fuse back in and try to start it like normal. Don't give it gas.

That sucks. Very odd to have oil and water mixing on a rotary though.

Just tryin to reference here but water in the oil (piston motor) means blown head gasket so what does this mean on a rotory?

It would mean that one of the outer coolant o-rings failed, or a freeze plug popped out under the front cover. Not really a normal failure.
