n/a 88 convertible is idling too high and failed emissions horribly

n/a 88 covetable is idling to high and failed emissions horribly ! I guess ill start off with the idling problem it idles about 1500 I cant find a vacuum leak and the idle screw is all the way down I can force the toddle plate to close more by hand and it will go down but I don’t know what could be causing the problem is there some other adjustment I can make for it to idle down and I failed emissions it sounds like I have a small random miss and it is defiantly running way to rich. To pass emissions I needed 160 HC to pass I had 996 HC im not sure where I should start with trying to solve this problem. Besides these to problems it starts fine and runners like a champ. Please help me out thanks.

Your thermowax is probably not extending the piston that rotates the cam on the back of the throttlebody. You can replace it or even remove it completely. Removing it will make starting in cold weather a bit harder though.

Failed emissions tests could be due to worn out cat(s) or a bad air pump.
