My Project 85 RX7
Hi,
My name is Bernie, live in Central NJ and I aquired a 1985 RX7 GSL, grey with red interior 12A carb engine and 5 speed tranny. It has been sitting in a garage for 13 years and I would need to know what should be the first thing I would need to do for the engine. This is my first rotary engine. I am aware I need to change all of the belts and hoses and drain and flush the cooling system, and change oil but should I squirt oil in the "cylinders" prior to trying to start it?

That's aimed towards fuel injected cars but almost everything non-fuel injection is the same.
You'll need to rebuild the carb.

I'm confused, since the car hasn't been started in 13 years, I know in regular combustion engines you would need to make sure there is some oil in the cylinders. Why would that be aimed at fuel injection cars only?

I would follow the steps in the link above and disregard anything related to fuel injection. Substitue anything related to fuel injection with a-rons advice to rebuild the carb.
